Resolution from the Task Force on Anti-Semitism

Due to the recent surge of Antisemitic incidents across the globe, we, the Board of Governors of the Jewish Agency, view that adopting IHRA's* working definition of Antisemitism is imperative to the Jewish people as well as every nation’s ability to combat the present-day wave of Antisemitism;
Whereas, crimes against the Jewish people and the State of Israel are committed by all types of religious and political groups; and,
Whereas, Antisemitism has manifested into religious, xenophobic, ethnic, nationalist, and racist contexts; and,
Whereas, hatred of Jews and the State of Israel is disseminated through boycott, divestment and sanctions, by propaganda that leads to incitement, to emotional, psychological and physical violence and threatens their well-being and even leads to the murder of Jews and non-Jews.

Therefore, we, the leaders and representatives of the Jewish world, hereby adopt the following definition of Antisemitism**:
“A certain perception of Jews, which may be expressed as hatred toward Jews. Rhetorical and physical manifestations of Antisemitism are directed toward Jewish or non-Jewish individuals and/or their property, toward Jewish community institutions and religious facilities.”

Furthermore, we include the German Bundestag’s resolution: “Stand Resolutely Against the BDS Movement: Combat Antisemitism" (May 2019), which recognizes BDS as a form of Antisemitism***.
Conclusively, we urge all world governments, international and national institutions, intergovernmental organizations, and non-governmental organizations to adopt and implement this definition as a tool and/or as a means of education and enforcement against the hatred of the Jewish people worldwide.
