Multi-Year Funding: the Shalom Corps Project

Whereas:   The Ministry for Diaspora Affairs ("the Ministry") has engaged Mosaic United Ltd. (PBC) ("Mosaic") to implement a multi-year plan aimed at strengthening the Jewish identity of future generations in the diaspora and intensifying ties between diaspora Jews and the State of Israel and Zionism; and

Whereas:    Mozaic has invested significant funds and resources in researching the field of "tikun olam" by creating "Shalom Corps" as a service project ("the Shalom Corps Project") for the purpose of "tikun olam" by addressing the needs of vulnerable populations all over the World through services provided by young Jewish volunteers, thereby strengthening their Jewish identity and their connection to Israel; and

Whereas:  In recent years the Jewish Agency for Israel ("JAFI") has invested significant funds and resources for activities in the field of "tikun olam" in Israel and abroad, and has a global infrastructure of action, emissaries and connection with communities and institutions around the world, and JAFI is willing to use such infrastructure in order to realize and advance the field of global Jewish service and learning; and

Whereas:     Mozaic and JAFI desire to cooperate to realize the Shalom Corps Project (the "Project") through a joint subsidiary to be established (the "Subsidiary"); and

Whereas:   JAFI intends to provide up to $1 million ( 66%out of the total of $1.5 million) during the first 18 months of the Subsidiary’s operation (to take place over fiscal years 2019-2020) for the Subsidiary’s undesignated operational budget. The Ministry intends to match an additional amount of up to  $0.5 million (33% out of the total of $1.5 million); and

Whereas:   JAFI intends to provide up to $1 million (66% out of the total of $1.5 million) during fiscal year 2021. The Ministry will match an additional amount of up to $0.5 million (33% out of the total of $1.5 million) for the same period; and

Whereas:   JAFI wishes to make such a multi-year commitment to implement the Project subject to agreements to be signed by and between Mozaic and JAFI;

Therefore, following the approval and recommendation of the Budget and Finance Committee and of the Executive, the Board of Governors resolves as follows:
1. To approve a multi-year commitment of $2 million during the years 2019-2021, $1 million during 2019-2020, and $1 million during 2021, for the Shalom Corps Project.
2. The Finance unit is authorized to handle the implementation of the above resolution, and to sign all the agreements needed for the implementation of the resolution.
