1. Resolution for a Multi-Year Partnership for Operating the "Ramat Hadassah Szold Youth Village"

 
Whereas the Jewish Agency for Israel (hereinafter "the Jewish Agency"), and the Oran Foundation (the two jointly referred to hereinafter as "the Partners") in consultation with the Hadassah Women's Zionist Organization (hereinafter "Hadassah") are interested in acting together  to upgrade the Ramat Hadassah Szold Youth Village in order to make it a leading residential  educational establishment for the benefit of immigrant youth and youth at risk, so to  constitute a national model for residential education and a model for cooperation between  government, institutional and private bodies in Israel and abroad; and

Whereas Hadassah is considering the possibility of joining the program as a third partner; and

Whereas for the realization of these aims, a six-year strategic program has been drawn up  by the Partners in consultation with Hadassah; and

Whereas the Jewish Agency attributes great importance to recruitment of large Israeli donors for the creation of strategic partnerships for the realization of its aims and it is proposed to adopt such a policy for the Ramat Hadassah Youth Village; and

Whereas the Jewish Agency views this partnership with the Oran Foundation as a breakthrough model for engaging the Israeli philanthropic sector in Jewish Agency programs and projects; and

Whereas the Assets and Liabilities has approved establishment of the Company, subject to approval of the Board of Governors; and

Whereas at the same time as establishment of the Company, an agreement will be signed between the Partners, arranging, inter alia, the obligations of the Partners for funding the annual  budget for operation of the Youth Village between the years 5764 and 5769 (September 2003 to August 2009); and

 

Therefore be it resolved:

1.This pilot project is subject to the signing of the partnership agreement whereby the Oran Foundation will obligate itself to provide $1.277 million for the year 5764 and $1.5 million annually for the period 5765 - 5769 for the supplementary budget of the Youth Village:

a. Basic budget: a multi-year budget is approved for the Jewish Agency's existing participation of $3.1 million annually for the period of 5764 - 5769, during the 2004 to 2009 fiscal years for the continued operation of the Youth Village.

b. Supplementary budget: the Jewish Agency will raise its matching share of the supplementary budget in the sum of $1.5 million annually, for the period 5765 - 5769, through earmarked donations through its world-wide partners and in Israel.
Only in the event of any shortfall in raising earmarked donations to cover the Jewish Agency's share of the supplementary budget, will the balance of this share be covered through the Jewish Agency regular budget.

2.The Board hereby authorizes the Budget and Finance Committee to finalize approval of the partnership with the Oran Foundation, and Hadassah, should Hadassah elect to participate in the project as a third partner.
